Basic Emergency Management (BEM)

This 1.5 day course is based upon the Canadian Emergency Preparedness College course. It is based on the four pillars of emergency management - mitigation, preparedness, response and recovery. The course provides participants with fundamental emergency planning knowledge to enhance their ability to either lead or be part of an EMO committee. An examination is required on the second day. BEM is a prerequisite for all other Provincial and Federal Emergency Management Training.

Emergency Operations Centre Management

This 2 day course covers the characteristics and organization of a standard municipal Emergency Operations Centre (EOC). Through a series of lectures, discussions and exercises, participants will gain the knowledge and skills they need to work as a team member in an EOC during an emergency. Prerequisites - BEM course; I-100 Orientation to ICS

Evacuation Contingency Planning

This 2 day course provides participants with the knowledge and skills to create an evacuation contingency plan their community. Based upon the five stages of evacuation (decision, warning, withdrawal, shelter and return/recovery) the course concentrates on the importance of effective planning for protecting citizens during an emergency. The final day includes an exercise to reinforce course learning. Prerequisite - BEM course.

Municipal Emergency Public Information

This 2 day course prepares participants to carry out their role as municipal spokespersons or emergency public information officers during a major emergency or disaster. Participants from all levels of government will gain the knowledge needed to design and implement a public information communications plan for an emergency situation. It is recommended that participants be members of their emergency management committees. Prerequisite - BEM course.

Progressive Fire Investigation Program

This program is a series of six 2 day seminars designed to help fire fighters gain the skills and knowledge they need to investigate fire cause, origin and circumstances. Usually held on weekends, these courses are intended for fire fighters who can’t get time away during the week. The seminars are designed to meet the requirements of NFPA Standard 1033: Professional Qualifications for Fire Investigator. Completion of the training series will help prepare fire fighters for IFSAC 1033 certification. Attendance at each phase is recommended, however, fire fighters may choose to attend any of the training series seminars:

Phase 1 - Legislation, Methodology, Building Construction and Safety
Phase 2 - Fire and Explosion Science
Phase 3 - Fire Patterns
Phase 4 - Origin and Cause Determination
Phase 5 - Specific Fires (Motor Vehicle and Appliance Fires; Electricity and Fire)
Phase 6 - Documentation
Prerequisite - Fire Department personnel

Accelerated Fire Investigation Program

This program is a series of 3 weeklong seminars offered over a 3 year period. Participants gain the skills and knowledge they need to investigate fire cause, origin and circumstances. The program is intended for those having primary duties in fire investigation. The training is based on NFPA Standard 1033: Professional Qualifications for Fire Investigator. Candidates commit to completing the 3 year program. Testing and certification in NFPA 1033 is an integral part of the program.

Incident Command System (ICS) Introduction:

The Incident Command System (ICS) provides responders and supporting agencies with a standardized method of managing any kind of emergency incident. ICS is a model for command, control and coordination of emergency response at an emergency site. It provides a way of coordinating the efforts of agencies and resources as they work together toward safely responding, controlling and mitigating an emergency incident.

I-100 Orientation to ICS

This self-study course introduces participants to the Incident Command System. It provides participants with an overview of ICS. It is intended for those who work in a support role at an incident or those who support an incident from an off-site location.

I-200 Basic ICS

This 2 day basic level course provides participants with the knowledge and skills to manage effectively and efficiently at emergency sites. It is intended for those who will be the initial incident commander and those who will have a supervisory role at a small to moderate size incident. Prerequisite - I-100 Orientation to ICS.

I-300 Intermediate ICS

This 3 day intermediate level course is for people who are at a senior supervisory level within their organization and may be called upon to manage medium to larger sized emergency incident sites or those who have a supervisory role in these incidents. Prerequisite - I-200 Basic ICS.

I-400 Advanced ICS

This 3 day advanced level course covers concepts, methods and procedures for managing large incidents or multiple incidents involving many resources and support activities in multi-agency, multi-jurisdictional situations. It is intended for those who will hold ICS supervisory positions at these types of events. Prerequisite - I-300 Intermediate ICS.

Critical Incident Stress Management (CISM):

Group Crisis Interventions (Basic Course)

This 2 day course presents the core elements of a comprehensive, systematic and multi-component crisis intervention program. It prepares participants to understand a wide variety of crisis intervention skills and to provide interventions including demobilizations, defusings, debriefings, and crisis management briefings. Signs and symptoms and the need for appropriate follow up services and referrals are described. (International Critical Incident Stress Foundation certification). Course is targeted for municipal volunteers who may otherwise have no access to this training. Course loading – 30 participants.

Critical Incident Stress Management (CISM):

Assisting Individuals in Crisis (Peer Support)

This 2 day course provides participants with an understanding of the role that individual crisis intervention plays in a comprehensive critical incident stress management program. Crisis interventions are typically done individually (one-on-one) or in groups. The course is designed to teach participants the fundamentals and protocols for individual interventions; enhanced communication and listening skills; and increased knowledge of individual crisis intervention techniques. (International Critical Incident Stress Foundation certification). Course is targeted for municipal volunteers who may otherwise have no access to this training. Course loading - 30 participants.

Advanced Group Crisis Intervention

This 2 day course provides participants with the latest information on critical incident stress management techniques. It builds on the knowledge base established in the Basic Course. The emphasis is on advanced defusings and debriefings in complex situations. Participants are exposed to specific proven strategies to intervene with those suffering the ill effects of exposure to trauma. (International Critical Incident Stress Foundation certification) Prerequisite - Group Crisis Interventions (Basic) course. Course is targeted for municipal volunteers who may otherwise have no access to this training. Course loading - 30 participants.

Critical Incident Stress Management (CISM):

Group and Individual Crisis Intervention

This 3 day course presents the core elements of a comprehensive, systematic and multi-component crisis intervention program. It combines the Basic and Peer Support curriculums and prepares participants to understand a wide range of crisis intervention services. The combined curriculum is designed specifically to teach crisis intervention and emergency mental health skills. It qualifies as a core class in the ICISF Certificate of Specialized Training Program. Since the curriculums are combined, attendance for all 3 days is mandatory for certification in both courses. (International Critical Incident Stress Foundation certification). Course is targeted for municipal volunteers who may otherwise have no access to this training. Course loading - 30 participants.
