In 2008-09, Corrections, Public Safety and Policing will establish specialized in-facility treatment units to deal with substance abuse among inmates.

The intensive supervision program is a sentencing/interim release option that provides intensive planning with the offenders, high levels of supervision, surveillance and control. 

The group of offenders that this program is designed to supervise are those who would otherwise be sentenced to a period of incarceration (or remanded).  By keeping offenders in the community, they are given the opportunity to participate in a plan to re-integrate with their communities and families. 

Referrals to the program come from the court judge, prosecutor or defense counsel, or a probation officer.  Only the court can order this program.  Normally a Court Report is prepared and the probation officer makes an assessment that the electronic monitoring program should be explored for sentencing/interim release.  At this time the probation officer makes an appointment for the offender to be interviewed for an assessment for the electronic monitoring (EM) program or the offender is instructed to contact the EM staff for an interview. 

Offenders are screened for the EM program by way of an interview and collateral contacts.  This interview includes a review of information already shared with the probation officer, as well as a probe into issues directly related to suitability for this program, such as health issues, stability of family relationships, a fixed residence, and addiction issues.   

During the screening process, the rules and regulations of the program are reviewed with the offender to ensure they understand the commitment they must make to qualify. EM staff then meet with the probation officer to review the plan decide if the electronic monitoring program is suitable.  If the offender is deemed acceptable, the conditions to be  included on a Probation or Conditional Sentence Order are determined including the length of time the person should be on electronic monitoring. The probation officer communicates to the court, by way of a court report, how the offender can be effectively managed in the community under these specified conditions.
