Promoting Construction of Safe Buildings

Saskatchewan adopts the National Building Code of Canada (NBC) as the basis for Saskatchewan's building and accessibility standards. These standards address fire safety, health safety, structural adequacy, and barrier-free accessibility requirements for all types of buildings. The standards apply to construction of new buildings and renovation, addition, moving, demolition, and occupancy of existing buildings throughout the province.

Building owners are required to ensure that building construction complies with the standards.

Local authorities are responsible for administration and enforcement of the standards. Local authorities include northern, rural and urban municipalities, regional park authorities, and the minister responsible for provincial parks. To deliver administration and enforcement services, local authorities set building bylaws and issue building permits, as well as appoint building officials.

Building and Fire Safety activities include:

  • maintaining legislation and regulations concerning building and accessibility standards to reflect the NBC, national standards and local needs, and to accommodate innovation in products, material and methods,
  • advising municipalities and other local authorities on the administration and enforcement of provincial standards, and helping them develop building bylaws and control building construction within their jurisdictions,
  • assisting building owners, designers, builders and others in complying with the provincial standards by providing interpretations and information about application of the NBC and the legislation,
  • reviewing applications and qualifications of building officials, and issuing three primary classes of building officials' licences, and
  • providing administrative and technical support for the Saskatchewan Building and Accessibility Standards Appeal Board.

Building and Fire Safety does not issue building permits, perform plan reviews, complete on-site building inspections, issue product approvals, or provide equivalency approvals. If you are planning some building construction, please contact the office of the municipality or local authority where the building is located to find out which activities will be carried out.
